  1. The person filming was an ‘auditor’, one who purposely tests the tolerance of authorities for photography and videography, however what the photographer was doing was legal even if it provoked anxiety in the school guard. You don’t get to shoot someone who’s engaging in a legal activity, causing no damage and who is not physically threatening you, even in Virginia. That said, Virginia cops have a long history, in my personal experience, of being a tough crowd and less than fully interested in fine points of law. LM, keep us posted on the disciplinary outcome and also of the outcome of the sure-to-be-filed lawsuit against Chabad.

  2. It is obvious to the casual observer that this person should never have been permitted to carry a gun in any official capacity.
The person who was shot was handcuffed and stuffed into an ambulance for the crime of having some random psycho firing a warning shot into their leg.
The police that arrested the injured person should be relieved of duty or sent to some records office where they have no contact with the public.
This incident proves that the school does not hire stable guards. The guard discharged his pisol on a crowded street and could have injured people blocks away.
