LAKEWOOD — A prominent rabbi and several others were arrested in simultaneous federal and state raids Monday morning on charges related to alleged public assistance fraud on a scale rarely seen before in New Jersey, according to law enforcement sources.

Rabbi Zalmen Sorotzkin, who runs the synagogue Congregation Lutzk and businesses linked to the synagogue, was taken into custody Monday and is facing charges of theft by deception in Ocean County Superior Court.

The investigation found an alleged scheme that “rival the most sophisticated of financial frauds,” the source said.

The Breskins are being charged with second-degree theft by deception for allegedly collecting $585,662 in public assistance benefits they weren’t entitled to, the prosecutor said in the statement.

Zalmen and Tzipporah Sorotzkin face the same charges for allegedly collecting $338,642 in Medicaid, food stamps, Section 8 housing subsidies and Supplemental Security Income, according to the prosecutor’s office.

The Nussbaums allegedly under-reported their incomes and failed to disclose money they received from a number of companies in order to collect Medicaid, Section 8 housing assistance and food stamps between 2011 and 2014, according to a federal complaint signed by FBI Special Agent Michael Farina.

In that time, the Nussbaums allegedly collected $178,762 in public assistance they weren’t entitled to get. Read the full complaints at the bottom of the page.

The complaint against Mordechai and Rachel Sorotzkin accuses them of also under-reporting their incomes to collect Medicaid. Rachel Sorotzkin allegedly failed to report $1.5 million she received from a limited liability company when signing up for public assistance.

In the complaint, Farina wrote that Mordechai and Rachel Sorotzkin received more than $96,000 in Medicaid funds they shouldn’t have claimed.

Both couples face separate counts of conspiring to steal government funds, according to a statement from the U.S. Attorney’s office. The conspiracy counts each carry a maximum potential penalty of up to five years in prison and a $250,000 fine, or twice the gain from the offense.

Also arrested in the sting headed by the FBI, Ocean County Prosecutor’s Office and other agencies were Zalmen’s wife, Tzipporah Sorotzkin, and married couple Mordechai and Jocheved Breskin. The three also face state criminal charges, according to a source close to the case who spoke on the condition of anonymity because of the ongoing investigation. Their first appearance before a Superior Court judge is scheduled for Monday afternoon.

Four others were arrested Monday and are being taken to Trenton to face federal charges in U.S. District Court. They are Mordechai Sorotzkin, brother of Zalmen, and his wife, Rachel Sorotzkin, and Shimon and Yocheved Nussbaum. View the map below for the locations of the homes raided or attempted to be raided Monday.

“Financial assistance programs are designed to alleviate family hardships for those truly in need,” said Ocean County Prosecutor Joseph Coronato in a statement. “My office gave clear guidance and notice to the Lakewood community in 2015 of what is considered financial abuse of these programs.

“Those who choose to ignore those warnings by seeking to illegally profit on the backs of taxpayers will pay the punitive price of their actions.”

Federal and state agents fanned out to the four Lakewood homes early Monday morning, mostly in black, unmarked cars. FBI agents repeatedly knocked on Rabbi Sorotzkin’s door just before 6 a.m, to no immediate answer. But he was in custody, along with the seven others, by 7 a.m.

Around the same time on Hadassah Lane, agents waited with the Nussbaums in their townhouse while the couple found someone to watch their children, one of whom was seen packing suitcases and boxes into a van parked in front of the house. The couple was then placed in a black law enforcement van.

The Lakewood residents are accused of taking advantage of multiple public assistance programs to defraud the government of around $1.3 million over the past few years, according to law enforcement sources.

“The investigation to date has found that government benefits fraud and income tax evasion in the Lakewood community is widespread,” said the source.

The blog begins with a series of emails from 2015 between attorneys at a firm in Israel and Millbank and includes information about the involvement of a number of other law firms. From the information on the Blog it appears that there was a concerted effort involvement numerous parties to exert pressure on parties involved in a series of lawsuits.
The story refers to a relationship entitled: the “Kaupthing/Gertler story.” Like Platinum, we believe that this story has taken far too long to find the exposure it so desperately requires.
We discovered in our investigations a number of links to corresponding Russian websites. They were apparently summarily removed from publication and finding them in the archives has also proven somewhat fruitless.
Apparently, Mr. Gertler and his associates have painstakingly worked to keep this story quiet. We request that you share these posts, the post from T.O.T. and anything else we manage to get out there. Mr. Gertler has allegedly defrauded dozens of people for millions of dollars.
He and his companies and associates bury people in years of litigation over what would otherwise be paltry sums compared to his net worth. Clearly Mr. Gertler and his associated law firms have both the finances and wherewithal to harass people scrub information.
We would like it to get the information “unscrubbed.” Anyone with information is invited to provide.

  • The first stage is to call journalists to create interest in the Kaupthing/Gertner story. The timing works well as Kaupthing is back in the media with its forthcoming composition.

Israel: Police Announce Arrests In Money Laundering Operation

Three persons were arrested by Israel Police on Thursday, 8 Iyar as the primary suspects in a money laundering operation, including one chareidi suspect. Police report the operation involved millions of shekels and the suspects are residents of both Jerusalem and Netanya and they are in their thirties.

It appears that they obtained funds from abroad fraudulently and they laundered the money here in Israel. The operation has been going on for a number of years. During the predawn hours of Thursday however, the clandestine investigation went public as police moved in to make the arrests. Armed with search warrants, police carried out searches of their homes at the time of the arrests.

Although it was apparently bought by Frank Lahainer, the 25 carat diamond, mentioned in the 2002 Washington Post article, called up a memory about the sell-off of huge diamonds by Russia in the 1990s, after the collapse of the Soviet Union. Lev Leviev is believed to have helped liquidate these assets. Lev Leviev is also reportedly behind Putin’s Milan born Rabbi Berel Lazar (Lombardi’s dual compatriot: American-Italian)

Isn’t it bizarre that Putin’s official Rabbi Lazar was born in Milan, in Lombardy Italy, and ordained Rabbi in New York City? Lazar is a member of the Chabad Ludavitch sect, who have their own book, which is not used by mainstream Judaism. A Platinum Loan or a Nordlict Investment – the Yeshiva Business and WTA

A PLATINUM EDUCATION FOR JEWISH CHILDREN, A MODEL TO BE EMULATED, OR – PERHAPS NOT…

This article should be viewed as a follow up to an article we published earlier in April regarding Westchester Torah Academy and alleged “Loans” from Mark Nordlicht to the Westchester Torah Academy.

We contend that the “Loans” were donations. Whether they began as a means of hiding money, a lot of it, and shielding Nordlicht from potential financial liability or evolved and have been converted is a question for debate. We have our theories.

We further posit that subject only to the previous paragraph, the “donations” are now being called back as “Loans” to give Nordlicht visible and “clean” (i.e. laundered) working capital to manage his current legal woes. Each and every dollar Nordlicht is referring to as “Loans” represents an injustice to the Westchester Torah Academy and all of its students and their families..

We finally maintain that if investigators want justice for those many, many people aggrieved by Platinums’ litany of carefully planned and executed swindles, they need to open Nordlicht’s personal financial statements and trusts, scrutinize the money, its providence and underlying transaction. Nordlicht’s (and Bodner’s) personal family trusts, which we believe are comprised of Platinums’ assets should unshieded  from creditors of Platinum and all of its many victims.

Impact of just-opened yeshiva being felt, but financial projections remain untested.

Rabbi Netanel Gralla, head of Yeshivat He’Atid, has two things he wants everyone to know about his school.

First, teachers have not been replaced by computers. And second, while the tuition — $8,990 for kindergarten and first grade — is substantially lower than that of other area day schools, the students are hardly enduring a no-frills education.

“We have art, music and gym,” the 40-year-old father of seven points out to a visitor during a recent tour of the Bergenfield, N.J. elementary school. “We’re not cutting corners.”

With its dual approach of making Jewish education affordable and using “blended learning,” a mix of computerized and face-to-face instruction, He’Atid — the name means “Yeshiva of the Future” — has been open just two and a half months.

But already, the 116-student Orthodox school’s impact is being felt in the Jewish day school world; other Bergen County schools are lowering tuition in the younger grades and looking to incorporate more technology. Meanwhile, two new Orthodox schools following He’Atid’s model are on track to open next year: Westchester Torah Academy in New Rochelle and Tiferet Academy in Long Island’s Five Towns.

The two planned schools, along with He’Atid, have the financial backing of the New York-based Affordable Jewish Education (AJE), an ambitious nonprofit so new it is still awaiting 501(c)3 approval.

Established by 44-year-old hedge fund manager Mark Nordlicht (who, through an intermediary, declined to be interviewed) together with six anonymous donors, AJE’s goal is nothing less than solving the day school tuition crisis by creating a new breed of tech-savvy, lower-cost schools.

“This is an urgent problem, and we have a sense of urgency,” says Jeff Kiderman, AJE’s executive director. “We can’t take a wait-and-see approach; this is the time to act.”

The money from AJE is intended solely as a startup investment to get the schools “on their feet”; the goal is that eventually the schools will be financially self-sustaining.

“The point is not to redistribute who’s paying, but to change how much it actually costs,” says Kiderman.

The He’Atid approach, inspired in part by innovative charter schools like California’s RocketShip and Arizona’s Carpe Diem, is not without its critics. While it’s hard to object to lower tuition, some parents — and leaders of established day schools — are skeptical about blended learning, which has yet to be proven successful on a large scale or over the long term. Others wonder whether AJE and He’Atid’s budget projections are realistic — the school, currently spending over $11,000 per student, is supposed to break even financially in its third year — or if the model risks faltering as it expands (the target size is about 1,000 students in pre-K through eighth grade).

Not helping the matter is that He’Atid and AJE have refused to make public the details of the “model” they are using to project expenses, although they have revealed that cost savings will come from “efficiencies” like larger class sizes, fewer administrators and group purchasing.

“The ‘model’ is just our prediction of what we think will happen — what’s more important is what actually happens,” says Kiderman. “We are constantly tweaking the model as we learn more, and we are prepared to share it with any school who wishes to learn from it.

Says Gershon Distenfeld, He’Atid’s president: “We’re happy to go over it one on one, but with no context everything gets misinterpreted.”

Direct orogenital suction (DOS) during ritual Jewish circumcision (also known as metzitzah b’peh) is a practice during which a mohel (religious circumciser) uses his mouth to suck blood away from the circumcision wound on the infant  penis.  DOS can transmit herpes simplex virus (HSV) to newborn males.
This is the first case of neonatal herpes following ritual Jewish circumcision, reported in New York City in 2017.  The infant was the full-term product of an unremarkable gestation and delivery. 
He was circumcised by a mohel on the 8th day of life.  On day 15 of life he developed a rash on the genitals, buttocks, inner thigh, and ankle, which became vesicular by day 17 of life.  Vesicular culture grew HSV-1.  The infant was admitted to hospi tal for a full 14 day course of intravenous acyclovir.  His serum was negative for IgG antibody to herpes simplex virus types 1 and 2, and cerebrospinal fluid was HSV PCR negative.   The location of the lesions, timing of signs and symptoms (following ritual Jewish circumcision and within one incubation period for HSV-1), and laboratory identification of HSV-1 are consistent with transmission during DOS.
Most cases of neonatal herpes are acquired during delivery, when a neonate passes through the birth canal of a woman with genital herpes infection.  HSV infection after delivery is uncommon.
However, in NYC, a substantial proportion of male neonatal herpes cases are related to DOS, an entirely preventable cause of infection. 
Since 2006, when neonatal herpes reporting became mandatory in NYC, there has been a total of 144 laboratory-confirmed neonatal herpes cases, including 10 in 2015, 17 in 2016, and 4 to date in 2017. Of the 82 m ale neonatal herpes cases since 2006 (HSV-1, HSV- 2, or untyped HSV), 18 (22%) followed ritual Jewish circumcision; when only HSV-1 cases are considered, 38% (16/42 male HSV-1 cases) followed ritual Jewish circumcision.
This alert describes the first laboratory-confirmed case of neonatal herpes infection following ritual Jewish circumcision reported in New York City in 2017.  In 2016 there were 2 such cases, and in 2015 there were 3 cases.  Since 2000, there has been a total of 24 laboratory-confirmed cases of HSV infection following ritual Jewish circumcision reported to the Health Department.  Two of the 24 infants died, and at least two others suffered brain damage.
The NYC Health Department  is working to educate parents about the risks of DOS. Parents who choose ritual Jewish circumcision for their son may not be aware that DOS will be performed or may not be aware of its potential risks.  In 2015, the Department distributed pamphlet s entitled “Make a Safe Bris for Your Baby” and companion posters to NYC health care providers, including obstetrician/gynecologists and pediatricians. Hospitals where infants with DOS-related neonatal herpes have been born or admitted were also asked to distribute the pamphlet to pregnant women admitted for labor and delivery, and to display the poster prominently in prenatal, and labor & delivery areas. Despite these efforts, parents of case-patients infected have not reported seeing the pamphlet or poster.

Key Points for Providers:
1. When evaluating male infants with suggestive symptoms  in the weeks following out-of-hospital circumcision, providers should inquire whether direct orogenital suction (metzitzah b’peh) was performed and consider infection with HSV or other oral pathogens.
2. Herpes-infected neonates may not present with the classic finding of grouped vesicular skin lesions and may be afebrile.
3. Babies suspected of having HSV infection should be immediately admitted to the hospital and treated presumptively with intravenous acyclovir.

4.  Health care providers diagnosing herpes infection in infants <60 days of age days are mandated to report the infection to the NYC Health Department  within 24 hours of diagnosis.
5.  Providers evaluating infants <60 days of age with suspected HSV infection are required by law to collect specimens from one or more vesicles (if present) or from any skin lesions suggestive ofherpetic disease, and to send these swab(s) to the New York State Wadsworth Center Laboratories for diagnostic testing using molecular methods.
